At the Directorate, the Director of Handlooms & Textiles, Manipur is the Head of Department with different Sectional Heads of Accounts, Establishment, Planning, Handloom Schemes, Handicrafts Schemes, Powerloom Schemes, Apparel & Garment, Textile Processing, Spinning and Public Grievances. The Directorate is responsible for evolving various schemes and monitoring of all Schemes for Development, Promotion and Welfare for handloom, handicrafts, powerloom, apparel & garment, textile processing, skill development, etc. of the Government.  The Director of Handlooms & Textiles, Manipur State Weavers/Artisans Grievance-Redressal Officer and as such it has the general and overall responsibility for initiating appropriate measures for the complaint lodged by the handloom weavers and handicrafts artisans of the State

At the district level, the Project Manager (Handloom) is the Head of Office and DDO of the District Handlooms & Textiles Offices of the respective district with supporting officers and staff. All the activities related to handlooms & textiles are performed and executed by the respective office in the district level. 

Field Level Offices:

Manipur Textiles Processing Institute at LamboiKhongnangkhong, Imphal West, Manipur. Main duties and functions are to conduct skill development and research work on various textile processing activities, like, dyeing, printing, promotion of local organic dyes, etc.

Design Extension Centre at Porompat, Imphal east, Manipur. Main duties and functions are to conduct training on design development of handloom and handicrafts products of Manipur. Powerloom& Allied Service Centre was set up on 06-06-2016 with the financial support of the Textile Commissioner, Ministry of Textiles, Government of India, Mumbai. The centre has been conducting training on powerloom weaving and solar spinning. It is also a centre for textile testing laboratory. The Powerloom Estate being developed at LamboiKhongnangkhong, Imphal West, Manipur is under the control of this Centre.
